Purple Sage PTA Vote Whether to Support RRISD Bond Propositions A-D

Motion: Whether Purple Sage PTA votes for RRISD Council of PTAs to publicly support Propositions A, B, C, & D in the November 2024 election, or not, or whether Purple Sage PTA abstains from vote on whether to support.

Why does this matter to you?

Purple Sage PTA will be voting at the next General Membership Meeting whether we want to tell our delegate to the RRISD PTA Council to (a) vote in favor of endorsing Propositions A, B, C, & D,(b) against endorsing Propositions A, B, C, & D, or (c) to abstain from voting about endorsement.

Each month, local PTA’s send delegates to the monthly RRISD Council of PTA’s Delegate meetings. At the October 24th Delegate meeting, each PTA will have one vote and will cast that vote as they were directed by their membership. The outcome of the vote at the Council meeting determines whether the PTAs in the Council collectively support or oppose the propositions.

VOTE

Each PTA member present may vote in support of one of the three options:

(1) vote in favor of our delegate voting for the Council to the Propositions,

(2) vote against our delegate voting for the Council to the Propositions, or

(2) vote for our delegate to abstain from the Delegate Council vote.

NO DISCUSSION

The PTA is not holding a debate or discussion on whether to support, not support, or abstain. Until the General Membership votes, the PTA is neutral.

Propositions A, B, C, & D Information

Proposition A

$798.3 million for campus and districtwide projects such as replacing HVAC systems, roofing, electrical, and plumbing systems that have reached the end of their useful life, and other updates such as fresh paint, new ceiling tiles and flooring to improve the condition of aging facilities.

Prop A also would allow the district to build classroom additions, upgrade safety and security systems and equipment, install fencing, upgrade or install digital marquees, replace fine arts uniforms and instruments; purchase student furniture, new buses, robotics equipment and tools, and purchase and equip a new facility dedicated to expanding Career and Technical Education programs for all students.

Proposition B

$125.3 million to upgrade instructional technology and infrastructure to support modern learning, and to increase the speed, connectivity, reliability and security of the district network.

Proposition C

$8.6 million to allow for improvements and upgrades to fine arts programs such as upgrading outdated stage lighting and sound systems.

Proposition D

$65.9 million for improvements to existing athletic facilities such as upgrades to locker rooms, lighting and scoreboards, and adding artificial turf to competition fields. This proposition also includes the construction of a standalone multipurpose athletic facility to be used by students and staff throughout the district.

Proposition A

Addressing Facility Deficiencies, Growth, and Safety and Security

THE ISSUANCE OF $798,305,000 OF BONDS FOR THE CONSTRUCTION, ACQUISITION, REHABILITATION, RENOVATION, EXPANSION AND EQUIPMENT OF SCHOOL BUILDINGS (INCLUDING PROJECTS THAT ADDRESS FACILITY DEFICIENCIES, GROWTH, AND SAFETY AND SECURITY), THE PURCHASE OF NECESSARY SITES FOR SCHOOL BUILDINGS, THE PURCHASE OF NEW SCHOOL BUSES AND VEHICLES FOR EMERGENCY, SAFETY, OR SECURITY PURPOSES, AND THE RETROFITTING OF SCHOOL BUSES WITH EMERGENCY, SAFETY, OR SECURITY EQUIPMENT, AND THE LEVY AND IMPOSITION OF TAXES SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON THE BONDS. THIS IS A PROPERTY TAX INCREASE.

Technology Improvements

THE ISSUANCE OF $125,300,000 OF BONDS FOR THE ACQUISITION, IMPROVEMENT AND UPGRADING OF TECHNOLOGY SYSTEMS, INCLUDING RELATED INFRASTRUCTURE AND EQUIPMENT, AND THE LEVY AND IMPOSITION OF TAXES SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON THE BONDS. THIS IS A PROPERTY TAX INCREASE.

Proposition C

Performing Arts Facilities

THE ISSUANCE OF $8,620,000 OF BONDS FOR THE CONSTRUCTION, ACQUISITION, AND EQUIPMENT OF PERFORMING ARTS FACILITIES, AND THE LEVY AND IMPOSITION OF TAXES SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON THE BONDS. THIS IS A PROPERTY TAX INCREASE.

Proposition D

Stadium Upgrades & Accessibility Improvements

THE ISSUANCE OF $65,910,000 OF BONDS FOR THE CONSTRUCTION, RENOVATION, EXPANSION AND EQUIPMENT OF ATHLETIC STADIUM FACILITIES, AND THE LEVY AND IMPOSITION OF TAXES SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON THE BONDS. THIS IS A PROPERTY TAX INCREASE.
